Following an appeal to the Planning Inspectorate which was dismissed, together with a failed judicial review developers Redrow are to come back with another speculative application.
Principally dismissed on flood grounds, the new application will be for 280 dwellings avoiding the key flood plain area. This is only down from the previous 310 dwellings.
The first stage in the latest proposal is the submission of an Environmental Impact Assessment on the surrounding area with consultants EDP arguing that there will be insufficient grounds for screening to be needed. Hertsmere will assess this and determine whether they agree with the report or whether screening is needed.
The application will also be considered by statutory consultees such as the Local Lead Flood Authority. So far, only Thames Water have responded with standard comments relating to sewage, surface water, neighbouring utility services and infrastructure.
The report suggests that the outline application will reference 280 houses, a community hub and 40% affordable housing.

Harts Farm was removed from the draft Local Plan this year on the basis of the appeal decision on flooding.
